Subject: Recommendation letter for Mr. Marco Li Mandri and The Marco Group regarding establishment of Business Improvement Districts

This letter is written on behalf of the West Hollywood Chamber of Commerce expressing its complete and total satisfaction in working with Mr. Marco Li Mandri and The Marco Group in the establishment of the first Business Improvement District (BID) in the City of West Hollywood, California.

The City of west Hollywood allocated a grant to be administered jointly wuth the Chamber in early 1994 for the purpose of establishing a Business Improvement District in the "Avenues of Design" business community surrounding the world famous Pacific Design Center. After review of candidates throughout the state, we concluded that Mr. Li Mandri was the individual most capable of "picking up the pieces" after a failed BID attempt in the Avenues of Design in late 1993. In September 1993, 187 businesses, nearly 50% of the community, formally opposed the creation of the BID at our City Council public hearing.

Mr. Li Mandri was hired in March 1994 and in the course of four months had written a comprehensive General Business Plan, effectively turned previous opponents into supporters of the BID, reestablished a new core of leadership, and began the signature campaign for the required 25% shoe of support among the affected businesses to petition the City Council to establish the BID.

Mr. Li Mandri has a "hands on" approach to working with cities and Chambers, as well as business owners. His strategic use of newsletters and his ability to personally gather the majority of signature cards for the Avenues of Design BID proved to us his unique ability to deal with a multitude of unexpected variables that can often occur during the establishment of a BID.

As of mid-April, we have just reached our targeted 25% show of support signature cards. We at the Chamber, who have led this effort, are convinced this support could not have been achieved had it not been for the professional services and organizing skills performed by Mr. Li Mandri.

We could not recommend him highly enough for any and all worked related to establishment of, trouble shooting for or advising a BID or business association. We enthusiastically endorse Mr. Li Mandri's talents and skills to any interested parties in the state.
